Allow .GIFs, .MOVs & Images for Raid Media

At this time, only MP4 files are allowed to be uploaded as Raid Media.

If users could Auto-Convert (without the user even knowing) the media to MP4s (as that, and GIFs, is what TG only allows for animations to play on raid messages: See Here).

The reason GIFs are not supported to be uploaded is due to the fact that it requires more work to filter and verify that the GIF sent is actually a valid gif, and GIFs usually have a much larger file size than MP4s.
